Poland's energy ministry and grid operator intensify their efforts on anti-blackout package

Poland's Ministry of Energy and the national grid operator PSE are intensifying their efforts on the so-called anti-blackout package; the first legislative project within the package, the so-called grid act, is to be submitted to the Council of Ministers' Standing Committee in September, energy minister Milosz Motyka announced at a conference. The entire package may come into force by 2026.


"We are intensifying our efforts on the anti-blackout package because energy security is of utmost importance to us. Ensuring energy security, grid security and system security is our priority, which is why we will submit the first bill in the anti-blackout package to the Standing Committee of the Council of Ministers later this month," Motyka announced at the conference.

He specified that this refers to the so-called grid act, i.e. the draft amendment to the energy law (UC84).

"It will concern flexible grid connection agreements, introduce an auction system [for RES connections to the system - PAP ed.], introduce milestones in the issuance of connection conditions, and have a deregulatory aspect, as it will reduce the burden on those who apply for these conditions," the minister said.

The entire anti-blackout package will consist of seven areas, following the grid component, the next will be local content in energy investments, and subsequent packages will include prosumer activities and cybersecurity, as well as strengthening the National Energy Analysis Centre.

"We have seven legislative packages: we are starting with the first one in September, and the entire legislative procedure is to be carried out here: one package after another. The schedules we have in place at the moment indicate that we want to implement these packages by next year," said the government's representative for strategic energy infrastructure Wojciech Wrochna.
