Poland's new housing programme to provide support for purchasing secondary market flats only

Under the new housing programme, government support will be provided only for purchases of flats on the secondary market, for people who have not previously owned a property, Poland's minister of economic development and technology Krzysztof Paszyk announced. The purchase of a flat with support will be possible from an owner who has owned it for at least five years.


Poland's new housing programme "First Keys" is aimed at people who have not had and do not own a flat. Under it, it will also be possible to build or buy a house on the secondary market

"We are eliminating from support what is offered on the primary market. Not a single zloty from this programme will flow to developers. (...) Support for the purchase of a flat on its own. This will not be possible when it comes to the primary market," Paszyk said.

"This is the first fuse, colloquially speaking. The second is the limit on the price per square metre of a flat. For Poland as a whole, it will be PLN 10,000, for the five largest and most expensive cities it will be raised to PLN 11,000," he added.

Paszyk said that municipalities will be able to raise this limit on their own.

"The third safeguard is the requirement that the owner selling the flat has owned it for at least five years. So, it is not possible to buy a flat from a flipper," he added.

The economic development minister said the aid would ultimately cover tens of thousands of people.

"This year we have legislative work ahead of us, and we would like the full effects of the support to be for tens of thousands of people a year," he added.

According to the minister, the programme will consist of financial assistance in repayment of instalments, and it will be no less than five years.
