Poland's works on unification of statutory concessions in rail, bus and water transport
Poland's Ministry of Infrastructure is working on unifying the system of statutory concessions in rail, bus and water transport, the ministry said in a reply to a parliamentary question.
"With regard to the question concerning the planned measures for the unification and simplification of statutory concessions in rail, bus and water transport, we would like to kindly inform you that conceptual work is currently being carried out in relation to obtaining information from rail carriers and regions marshals regarding the number of tickets sold and the resulting due amount of compensation broken down by individual groups of entitled persons," the Ministry of Infrastructure said.
In addition, the ministry currently is in the process of analysing the postulates that have been submitted to the Ministry so far and preparing a preliminary, variant proposal of a possible target shape of this system.
"At this stage of the work, it is not assumed that the changes will apply to transport other than that covered by the statutory concessions system so far (this is, for example, the water tram)," the ministry said.
"A separate issue is also transport carried out within the framework of municipal transport, where both the organiser and the payer are individual local government units. These entities determine the beneficiaries, scope and size of concessions themselves, each on their own. Therefore, it does not seem reasonable to interfere centrally in the powers of local authorities to regulate and organise local public transport," it added.
