Stalexport Autostrady SAStalexport Autostrady intends to spend PLN 540 million on investment by March 2027
Polish road infrastructure company Stalexport Autostrady which manages the Katowice-Cracow section of the A4 highway, wants to spend nearly PLN 540 million (EUR 128.5 mln) on investments by March 2027, the company told PAP Biznes. From April, the company will raise toll rates based on inflation.
According to the company, the investment plans include pavement replacement, bridge and overpass repairs.
The company intends to carry out the works without a major impact on the capacity of the route - with capacity maintained with two lanes in each direction.
As stated, the surface replacement alone, combined with the renovation of bridges and overpasses, will cost approximately PLN 444.5 million (EUR 105.7 mln).
Stalexport proposes to the government to think jointly about the future of the highway management system in Poland. The company is calling for a constructive dialogue that considers the interests of all parties. It wants the postulates worked out to be included in the adjustment to the government's national roads construction programme until 2030 (with an outlook until 2033).
"Given the current use of the motorways, including as a military and humanitarian corridor used extensively by the services providing assistance to Ukraine struggling with Russian aggression, it is worth starting work on the expansion of the route now," said, quoted in a commentary sent to PAP Biznes, Andrzej Kaczmarek, CEO of Stalexport Autostrady.
"Currently, everything indicates that this work will start in the second half of 2028. In my opinion, it can be significantly accelerated, and we do not at all have to wait ten years or more for the improvement of this route," he added.
The company indicates that it is ready to work with Poland's road authority GDDKiA to significantly shorten the completion dates - even by 48 months.
As stated, the maintenance of the route (construction and modernisation works) currently costs more than PLN 100 million (EUR 23.8 mln) per year (2023), and there are also investments in the plan that will enable further advancements.
According to the company, the problem of motorway tolls must be solved systemically.
The company has decided to adjust toll rates based on inflation.
The proposed adjustment to the route toll rate from April 1, 2025 for cars will be PLN 1 (EUR 0.24) or PLN 17 (EUR 4.04) for category 1 vehicles, other than motorbikes.
For heavy goods vehicles, the adjustment is to be PLN 3 (EUR 0.71) for categories 2,3,4,5 (2 - motor vehicles with a maximum total weight not exceeding 3.5 tonnes; 3 - motor vehicles with a maximum total weight of more than 3.5 tonnes and less than 12 tonnes; 4 - motor vehicles with a maximum total weight of 12 tonnes or more; 5 - buses), with a discount to be maintained for category 2 and 3 vehicles, as stated, which will be consulted separately with Poland's road authority GDDKiA. Currently, the discount is PLN 20 (EUR 4.76).
