Poland's govt. to implement two of three components of wind farm law despite President's veto

Polish government will implement two of the three components of the so-called wind farm law despite the President's veto, climate minister Paulina Hennig-Kloska announced at a press conference. She pointed out that this concerns repowering and accelerating the investment process.


"We are still committed to our plans to increase the capacity of onshore wind farms by 2030. We are not giving up on them. They will be much more difficult to implement, but we plan to take a number of measures that will bring us closer to this goal," minister Hennig-Kloska told the press conference.

"The so-called wind farm law consisted of three main components: there was a distance variant, there was also a repowering variant, i.e. the modernisation of existing wind turbines already operating in the Polish power system. The third element was the shortening and acceleration of the investment process," she explained.

As Poland's climate minister pointed out, the last variant is essentially strategic and the most important from the point of view of how much power Poland generate and put into the system by 2030 and in subsequent years in order to achieve climate neutrality.

"We are able to implement two of the three components of the wind farm law despite the President's veto, namely repowering and accelerating the investment process," she added.

Earlier on Wednesday, during a Cabinet Council meeting, Poland's Prime Minister Donald Tusk announced that his government wants to radically increase the capacity of onshore wind farms, indicating that regulations would be used to achieve this goal.

Recently, President Karol Nawrocki vetoed an amendment to the so-called wind farm law, which also included provisions on freezing electricity prices until the end of the year.

This concerns an amendment to the act on investments in wind farms and certain other acts. The main objective of the act is to liberalise the existing regulations on investments in onshore wind turbines. The amendment repeals the 10H rule introduced in 2016 and introduces 500 metres as the minimum permissible distance of new wind turbines from residential buildings. Currently, it is 700 metres.

In addition to the provisions on the construction of wind turbines, the act includes a provision introduced during parliamentary proceedings extending the freeze on electricity prices for households at PLN 500 (EUR 117.2) per MWh net until the fourth quarter of 2025. Currently, the freeze is in force until the end of September.
