Poland's local government units close Q2 2025 with PLN 39.54 bln budget surplus - MinFin
According to the data from the reports, local government budgets for the second quarter of 2025 closed with a collective budget surplus of PLN 39.549 billion (EUR 9.3 bln), against an expected deficit of PLN 42.177 billion (EUR 9.9 bln) planned by local governments for the financial year, Poland's Ministry of Finance said in a statement.
After the second quarter of 2025, local government units achieved total revenues of PLN 249.714 billion (EUR 58.73 bln), i.e. 53.4 percent of the plan. Compared to the same period of the previous year, the total revenue of local government units was 15.9 percent higher.
The total expenditure of local government units amounted to PLN 210.175 billion (EUR 49.43 bln) which represented 41.2 percent of the planned expenditure. Compared to the same period of the previous year, total expenditure was 8.1 percent higher.
The debt of local government units after the second quarter of 2025 amounted to PLN 107.490 billion (EUR 25.3 bln), accounting for 23 percent of total planned revenues.
