UPDATE: Poland to extend energy price freeze in Q4 only for households – energy ministry
Poland's Minister of Energy has proposed that the energy price freeze in the last quarter of 2025 would apply only to households, with the cost of support totalling approximately PLN 900 million (EUR 210.9 mln), according to ministry's draft published on the government legislative centre's website. Regarding other consumers, the ministry assesses that the current market situation allows for cutting off an aid.
"The proposed solutions impose on energy companies the application of a maximum electricity price for household consumers at PLN 500/MWh, which will prevent a quarterly increase in electricity bills in the fourth quarter of 2025," the ministry wrote in the regulatory impact assessment for the draft.
It added that with regard to electricity consumers other than households, the current market situation allows for abolishing support mechanisms.
"The proposed maximum expenditure limit for the solutions included in the draft is PLN 0.887 billion, of which the following is planned for compensation to energy companies for applying a maximum price of PLN 500/MWh for households in the fourth quarter of 2025: PLN 0.296 billion in 2025 and PLN 0.591 billion in 2026," the ministry pointed out.
The draft also introduces a heating voucher to be paid twice in 2026, and the costs of this system are estimated at PLN 889.4 million (EUR 208.4 mln).
