Poland adopts draft law on additional auction in power market

Polish government has adopted a draft amendment to the capacity market act prepared by the Ministry of Climate and Environment (MKiS), which provides for the possibility of holding a additional auction in the power market for deliveries in 2029 and 2030, Climate and Environment Minister Paulina Hennig-Kloska wrote on X. Among others, gas-fired units will be able to benefit from these auctions.


"We have taken another step to strengthen Poland's energy security. The Council of Ministers has just adopted the draft amendment to the capacity market act submitted by the Ministry of Climate and Environment (MKiS)," Hennig-Kloska wrote.

"We ensure the long-term stabilisation of electricity supply to households and industry (...). In the energy transition process, system stabilisation is very important," she added.

She recalled that under the market, power plants or energy storage facilities are on standby to supply electricity power to the system and are remunerated for this.

On Monday, the Polish power grid operator PSE CEO Grzegorz Onichimowski said that if there are additional auctions in the power market, according to the government's draft law on the capacity market, and all announced investments in gas and RES capacity are made, the situation in the national electricity system will remain fairly stable until 2030-2031.

According to the draft, additional auctions would be held if the transmission system operator finds a problem with the sufficiency of generation resources and notifies the relevant minister. The draft assumes an additional auction for the 2029 delivery year and the possibility of such an auction for 2030.

For the auction for 2029, the value of power contracts concluded in the additional auction, this is the cost to be borne by electricity consumers, was estimated at PLN 1.879 billion (EUR 444.8 mln) in 2029, and at PLN 1.074 billion (EUR 254.2 mln) per year for the next six years. The impact assessment (OSR) did not estimate the cost of a possible top-up auction for 2030.
