Poland's local government units close Q1 2025 with PLN 41.3 bln budget surplus - MinFin
According to the data from the reports, local government budgets for the first quarter of 2025 closed with a collective budget surplus of PLN 41.314 billion (EUR 9.74 bln), against a deficit of PLN 38.572 billion (EUR 9.1 bln) planned by local governments for the financial year, Poland's Ministry of Finance said in a statement.
"The budget surplus for the first quarter of 2025 is historically the highest budget outturn for the local government units after first quarter (after the first quarter of 2024, the budget surplus was PLN 23.6 billion)," the finance ministry said in the statement.
In the first quarter of 2025, local government units achieved total revenues of PLN 140.046 billion (EUR 33 bln), i.e. 30.5 percent of the annual plan. Executed total revenue was 23.6 percent higher than in the prior year period.
According to data from the Ministry of Finance, the total amount of expenditures of local government units amounted to PLN 98.732 billion (EUR 23.3 bln), which translates into 19.8 percent of the planned amount.
The amount of total expenditure realised after the first quarter of 2025 was, in turn, 10.1 percent higher than in the prior year period.
According to the data for the first quarter, realised current revenue was higher than realised current expenditure by PLN 44.590 billion (EUR 10.5 bln), with an annualised current surplus of PLN 17.614 billion (EUR 4.15 bln).
