Poland and Ukraine to sign agreement on exchange of know-how in funds and security

Poland and Ukraine are to sign an agreement on Tuesday to exchange know-how; Poland will share the knowledge in the use of development funds and, in return, will benefit from the eastern neighbour in the know-how regarding cybersecurity at the local government level and securing places of refuge, the minister of development funds and regional policy Katarzyna Pelczynska-Nalecz announced.


"We are planning to sign an agreement in which we will establish our readiness and the principles of exchange of know-how: on the Polish side, how Ukraine can better prepare for EU membership and benefit from development funds, and on the other side, benefit from Ukraine's know-how in preparing for crisis situations related to the possible aggressive policy of our common neighbour," Pelczynska-Nalecz told a conference during the first day of the OECD Regional Development Policy Committee meeting at ministerial level in Warsaw.

Poland's development funds minister added that the agreement would be signed with Ukraine's Deputy Prime Minister for Reconstruction Oleksiy Kuleba.

"It has two dimensions: on the one hand, we undertake to give Polish know-how to transfer at the official level our know-how on how to optimally and effectively use EU funds earmarked for regional policy, cohesion policy (...)," Katarzyna Pelczynska-Nalecz said.

"On the other hand, we want to draw on Ukrainian know-how in terms of countering risks in the security dimension at regional level. This means, first and foremost, receiving Ukrainian delegations here and taking know-how from them in terms of cybersecurity at the local government level, securing places of refuge for the civilian population, linking these places of refuge to so-called 'dual-use' investments," she added.
