Changes to ETS2 and use of Social Climate Fund possible - Poland's state secretary

The concept of using the Social Climate Fund with simultaneous changes to ETS2 is absolutely possible, assessed the Secretary of State at the Chancellery of Poland's Prime Minister, Ignacy Niemczycki. He noted that the Polish Presidency is still in intensive talks on changes to ETS2.


"The concept of using the Social Climate Fund with simultaneous changes in ETS2 is absolutely possible," Niemczycki told the EU Economic Security conference.

He added that it is already assumed today that the fund will be fed in the first year by the so-called frontloading of CO2 permits from the current ETS.

"It is therefore possible to imagine solutions that simultaneously bring about a change in the ETS 2 system and do not cause the Social Climate Fund to cease to function. And this is also the solution we are looking for," he pointed out.

The Social Climate Fund is due to come into operation in 2026 with the new EU ETS2 transport and construction emissions trading scheme.

Poland is to be one of its biggest beneficiaries, with a share of 18 percent and funds of around EUR 11.4 billion by 2032.

According to unofficial information, Poland is asking for a delay in ETS2's entry into force, but without delaying the use of the Fund.
