Poland's energy minister wants to reinstate partial electricity exchange trading obligations
Poland's Minister of Energy proposes to reinstate the mandatory sale of 55 percent of the energy produced by electricity generators through the TGE commodity exchange or special platforms, according to an entry in the government's work schedule. The Ministry of Energy also proposes to increase the gas exchange trading obligation to 85 percent.
The entry indicates, among other things, that following the complete abolition of the exchange obligation, a decline in turnover on the futures markets on the organised trading platform was observed, and a number of entities began to report difficulties in concluding electricity purchase agreements and in pricing, which became susceptible to speculative activities.
"To solve the problem described above, the drafters proposed restoring the mandatory sale of 55 percent of the energy produced by electricity generators through the TGE commodity exchange or platforms operated by nominated energy market operators (NEMOs)," the energy minister pointed out.
The draft of the new regulations will also provide for an increase in the level of mandatory sales of high-methane natural gas on the commodity exchange or on the market organised by an entity operating a regulated market in Poland from the current 55 percent to 85 percent.
The planned date for the adoption of the proposed new regulations is the third quarter of 2025.
