Poland expects 3 more transfers exceeding PLN 100 bln total under national recovery plan

The payment of EU funds under the national recovery plan KPO in the amount of approximately PLN 26 billion (EUR 6.2 bln), approved by the European Commission on Wednesday, should reach Poland in early December, deputy minister of development funds and regional policy Jan Szyszko told PAP Biznes.


Szyszko added that Poland has only three more transfers ahead, but they will be record-breaking: their total value is expected to exceed PLN 100 billion (EUR 23.6 bln).

"The EC's decision marks the culmination of the next stage of the national recovery plan. In line with our promise, this decision was made before Independence Day and is worth PLN 26 billion," Szyszko told PAP Biznes, adding that the funds will be allocated first to Poland's energy sector – networks and offshore wind farms.

He added that Poland has only three more transfers under KPO ahead of it.

"(...) but they will be record-breaking. Their total value will exceed PLN 100 billion. The money will go to Poland next year," the deputy minister informed PAP Biznes.

When asked when the payment of EU funds under KPO in the amount of EUR 6.2 billion, approved on Wednesday by the EC, will reach Poland, Szyszko replied that it will happen once the procedure carried out by the EC is completed.

"Definitely this year, I think it will be at the beginning of December," he indicated.

On Wednesday, the European Commission announced that it had approved Poland's third request for payment under the national recovery plan KPO of EUR 6.2 billion. According to the EC, the money is to be invested in particular in education, digital development, clean energy and transport.

Brussels will be able to transfer funds to Warsaw after a committee composed of representatives of Member States operating within the European Commission issues its opinion on Poland's application. The committee has one month to do so.

So far, Poland has received PLN 67 billion (EUR 15.8 bln) under the national recovery plan. PLN 27 billion (EUR 6.4 bln) from the first instalment arrived in Poland in April 2024, and the second tranche of PLN 40 billion (EUR 9.4 bln) in December 2024.

In order for the Polish government to submit its fourth payment request for EU funding under KPO, the process of changes to the national recovery plan, initiated at the end of September, must be completed.
