Polish govt approves draft law on social housing development
The Polish government has adopted a draft law allocating PLN 2.5 billion (EUR 598.5 mln) in 2025 to support the construction of up to 15,000 affordable and municipal housing units. By 2030, the annual funding limit is set to rise to PLN 10 billion (EUR 2.4 bln), with a total of PLN 45 billion (EUR 10.8 bln) planned for 2025-2030.
"Local governments can apply for non-repayable grants covering up to 80 percent of investment costs for building new housing or renovating vacant properties," stated the Ministry of Economic Development and Technology (MRiT).
The 2024 budget already earmarks PLN 1 billion (EUR 239.4 mln) for this purpose, with a significant increase planned for 2025.
The draft law also includes provisions to support public universities in building or renovating dormitories for students and doctoral candidates.
Additionally, it proposes adjustments to housing accounts Konta Mieszkaniowe, such as lowering the minimum monthly deposit requirement to PLN 300 (EUR 71.82) and increasing the annual housing bonus rate to 4 percent.
Another change involves allowing municipalities to independently determine parking space ratios for housing projects, removing national-level requirements.
