UPDATE2: EC approves revision of Poland's national recovery plan, entire pool lowered to EUR 54.7 bln

The European Commission believes that the changes proposed by Poland do not affect the positive assessment of its National Recovery and Resilience Plan (Polish: KPO), the EC wrote in a draft decision on the revision. This assessment, however, still needs to be confirmed by the Council of the European Union. Following the changes proposed by Warsaw, the total amount of the NRRP for Poland will decrease to EUR 54.7 billion.


"The Commission considers that the changes proposed by Poland do not affect the positive assessment of the National Recovery and Resilience Plan set out in the Council implementing decision of June 17, 2022, with regard to the adequacy, effectiveness, efficiency and consistency of the NRRP in light of the assessment criteria set out in Article 19 of Regulation (EU) 2021/241," the EC wrote in its draft decision for the Council of the EU revising Poland's recovery plan KPO.

In the revision requested by Poland, among other things, the amount of KPO loans for Poland was reduced from EUR 34,541,303,518 (EUR 8.2 bln) to EUR 29,441,303,518 (EUR 7 bln).

"The decision culminates three months of negotiations, which covered 120 amendments. The funds will be invested, among other things, in the construction of railway lines, (...) the construction of Polish wind farms and transmission networks," Poland's deputy minister of development funds and regional policy Jan Szyszko informed PAP Biznes.

"More nurseries will be built, equipment for oncology wards will be purchased and local governments will receive additional funding," he added.

Poland initiated the final revision of KPO at the end of September.

The original plan allocated EUR 59.8 billion to Poland, including EUR 25.27 billion in grants and EUR 34.54 billion in preferential loans.

As indicated by the EC in the document, after reducing the loan portion by approximately EUR 5 billion, the total amount of the EU funds available to Poland within the national recovery plan will decrease to EUR 54.7 billion.
