Budimex plans further hydrotech tenders; aims for PLN 1 bln order backlog in this area

After completing work on the T3 Baltic Hub terminal, listed builder Budimex plans to participate in further hydrotechnical tenders, including abroad. The group wants to return to an order backlog in the field of hydrotechnology worth around PLN 1 billion (EUR 233 mln), Budimex's COO Cezary Lysenko told journalists.


"Apart from the Raciborz reservoir, T3 Baltic Hub is the largest hydrotechnical investment that Budimex has ever carried out," COO for infrastructure, hydrotechnical and general construction Cezary Lysenko told reporters.

"For us, it is a gateway to other offshore contracts, as we will use the experience gained during the implementation of T3 to participate in other tenders, including foreign ones. We treat this investment as a reference," he added.

Budimex has completed a significant part of the construction work on the T3 Baltic Hub terminal in the Port of Gdansk, which has allowed for the commercial launch of part of the terminal and the start of operations for the largest container ships at the new quay. The official inauguration took place on Friday.

The Baltic Hub Container Terminal is the largest Polish container terminal and the only deep-water terminal on the Baltic Sea. It connects Asia, the European Union with Poland and the emerging markets of Central and Eastern Europe and the entire Baltic Sea region.

The terminal is owned by PSA International (40 percent), the Polish Development Fund PFR (30 percent) and the IFM Global Infrastructure Fund (30 percent).

"The Port of Gdansk is announcing a lot of renovations, reconstructions and quay rebuilds, and we are also participating in this. For example, we are working on the coal quay in the Port of Gdansk and building breakwaters in Gdynia. We are waiting for the outcome of the tender for the container terminal in Swinoujscie, to see what direction it will take and how it will be implemented – we want to participate in this process," said a member of the Budimex management board.

"Tenders are being announced in the Baltic Sea, both in Lithuania and Latvia, which is also of interest to us. We have inquiries from Klaipeda, and there are also projects in Riga to be carried out. Generally, these are mostly reconstructions of existing ports," he added.

In March 2025, Budimex signed a contract for the expansion of the coal quay in the Port of Gdansk, worth over PLN 127 million (EUR 29.6 mln) gross. In October 2024, a consortium with Budimex signed a contract for the construction of protective breakwaters in the Port of Gdynia.

In the Czech Republic, Budimex is constructing a flood protection polder in Kutrin.

"Budimex's portfolio in the field of hydrotechnology is worth approximately PLN 600 million, and until recently this portfolio exceeded PLN 1 billion, and we will strive to maintain the hydrotechnology portfolio at this level," said Lysenko.

"Hydrotechnical contracts are similar in profitability to infrastructure contracts. They have similar characteristics, they are indexed, and they are carried out under international conditions," he added.

Terminal T3 is the result of Budimex's cooperation in a consortium with DEME Dredging on behalf of Baltic Hub. The project included, among other things, the creation of an artificial island, dredging of the seabed, construction of a 717-metre-long and 17.5-metre-deep deep-water quay, and creation of a 36-hectare container yard.

According to Cezary Lysenko, Budimex is considering the possibility of implementing similar contracts with partners.

"The range of work to be performed is important – if there are no large dredging works, we are able to perform such work on our own. However, if the project requires such work on a scale of 1 million cubic metres or more, we will have to use large vessels available to our partners, such as DEME Dredging," he added.
